There are a number of situations where your instrument may seem non-functional and in need of service. Most of these problems are easily fixed and do not require actual repair of your instrument.

Check your instrument cable by swaping it out for one you know works
Check to insure you have the instrument plugged into a wall socket that you know works.

Slightly wiggle the input/output jack to eliminate possabilities of a shorted jack.

My guitar seems to make a hum through my amplifier in certain positions.

If you guitar is equiped with 3 single coil pickups you are likely to be hearing what's called a 60 cycle hum through.  To check this, switch your pickup selector switch to the 2nd and  3rd position.  If you find that the hum quiets down, the only solution to this is to upgrade your existing pickups with hum canceling or double coil pickups.

I haven't picked up my guitar in months and whenever I do, i can't seem to get a clear note. What more than likely happened is that you instrument has gone through some environmental changes and most likely has a severely dry fret board and probably needs a setup done to it.  The way you can check your neck stablity is by holding your instrument in the playing position.  Place your left hand index finger at the first fret and your right hand index finger on the last fret.  If you notice that your frets are touching most of the frets throughout the fret board, you need to have your neck adjusted along with a complete setup.
